2022 Water Pollution Source Control and Water Environment Improvement Project of Yilan County

The focus of this project is to assist the Department of Environmental Protection in promoting the inspection and control of water pollution sources and the monitoring of water quality in Yilan County to understand the prevention and control status of water pollution sources in Yilan County. In addition, through the inspection and control work of this project, this project supervised and urged the entities listed under the monitoring and inspection of Yilan County to implement the operation and maintenance of water pollution prevention and control facilities. It aims to achieve the goal of improving the water quality of the detection stations in Yilan County. A summary of the implementation achievements for the period from January 1 to November 30, 2022 in the final report is as follows: 1. Reviews of the permits for the prevention and control of water pollution, on-site surveys, and issuing licenses During this period, this project completed 401 permit reviews (a total of 1,012 times), conducted 82 on-site surveys on wastewater treatment facilities, and issued 289 permits (documents), with a total approval rate of 72.1%. The average number of days for permit reviews was 7.6 days. This project also assisted in the establishment, management, maintenance, and update of the relevant permit document database for water pollution prevention and control, and completed the establishment of 1,559 documents of the water pollution source system. 2. Review of periodic reports of entities and sewerage In January and April of 2022, a total of 311 entities were reviewed. The reporting rate was 100%, and the completion rate of this project was 100%. In July and October of 2022, a total of 268 entities were reviewed. The reporting rate was 100%, and the completion rate of this project was 100%. 3. Number of entities inspected with our assistance (including inspection, sampling, and sample submission of industrial areas) During this project, a total of 699 inspections on water pollution sources were conducted. Among them, 627 inspections were carried out on “listed entities under the Water Pollution Prevention Law” (including inspection, sampling, and sample delivery of industrial areas). They included 91 inspections of industrial areas, and 75 water samples were taken and sent for inspection without assistance. 100% of the target value was achieved. A total of 77 reports for violations of the Water Pollution Prevention Law were handled, with a total fine of NTD 28,362,926. 4. We have completed the preliminary evaluation, unit facility sampling, and reevaluation of the functional evaluation of wastewater treatment equipment in water pollution sources 2 times, and provided guidance on the proper operation of 6 wastewater treatment facilities. A total of 6 entities should be tracked and reviewed for functional evaluation from 2016 to 2021. As of November 30, 2022, the tracking and review of these 6 entities have been completed, and the tracking and review progress is 100%. 5. Provide assistance in the implementation of automatic monitoring of water quality and water quantity as well as the operation of the camera and video surveillance system During the execution of this project, all percentages of the effective monitoring and recording values in each month for the 10 entities that should be monitored exceeded 90% (in January and February, all the effective rates of water temperature of all units were below 90% due to website problems of the Environmental Protection Administration). In terms of the percentage of effective monitoring and recording values in each quarter, SS and COD items of the 5 entities in each quarter were over 80%, which met the requirements of laws and regulations. In terms of Relative Accuracy Test Audit (RATA), all SS and COD items of the 5 entities met the relative accuracy standard of RATA. Moreover, 10 rounds of inspections on CWMS entities were conducted. 6. Two water pollution licensing reviews were conducted by environmental engineers. 7. 50 times of regular quality monitoring and sampling of river water were completed at 21 stations, and 2 times of water quantity surveys were also completed at 1 station, with a total of 52 times of surveys at 22 stations. 15 times of water samplings were carried out from five lakes, including Longtan Lake, Dahu, Shuangl-lian Pi, Plum Blossom Lake, and Cueifong Lake. 8. There is a total of 15 key survey stations in the livestock sector and 57 inspections and guidance have been conducted on these 15 entities in 2022. In addition, 1 inspection was carried out on a construction site within the pollution scope and the verification progress was 100%. 9. Provide assistance in collecting water pollution prevention and control fees 1. In the first phase of 2022 (the collection period is from July to December 2021), a total of 191 entities should report on February 7, 2022. During the report period, a total of 191 entities completed the report, and the report rate and collection rate were 100%. 2. In the second phase of 2022 (the collection period is from January to June 2022), a total of 187 entities should report on July 31, 2022. During the report period, a total of 187 entities completed the report, and the report rate and collection rate were 100%. 3. During this project, on-site inspections were completed on 28 entities which should pay the water pollution prevention and control fees. 10. On March 24, 2022, an internal teaching and training session was held to make participants more aware and familiar with the operational process, and a total of 26 people attended. On June 27, 2022, an explanation session on the integration of permits was held to assist enterprises to complete the explanation on preparation of the pollution flow diagram for air, water, waste, and toxic chemicals, and a total of 43 people attended. In mid-November 2022, five sessions of advance instruction were provided to the prioritized pilot entities for the correction of the pollution flow diagram, and 25 additional sessions of instruction were provided for the pollution flow diagram. In addition, we will continue to maintain and operate the single comprehensive window for the integration of environmental permits.
